The covid-19 epidemic has been rampant in the country since March 2020. Both mothers and fathers of many children in the state have died during this period of the Corona epidemic. The issue of providing financial assistance and other types of schemes to orphaned children on the basis of priority was under active consideration of the Government. At the end of adequate consideration, it is decided to implement the following scheme to assist such orphaned children during the period of covid-19 epidemic.

covid-19 During the epidemic period, a new scheme covering different sections called "Mukhyamantri Bal Seva Yojana" to provide training, loans and assistance for the upkeep, education, health and self-employment of orphaned children as per the following eligibility has been decided to be implemented subject to the following conditions. is coming.

Eligibility :

  • (A) Children in the age group of 0 to 18 years whose parents have died during the Corona period will be eligible for the benefit of this scheme irrespective of the income limit.
  • (B) Even the foster parents of a child whose parents have died before the corona period, if they have died during the corona period, the re-orphaned child will also be entitled to the benefit of this scheme irrespective of income limit.
  • (C) If one parent (mother or father) of the child dies before the corona period and the other parent (mother or father) dies during the corona period, Even in such a case, the benefit of this scheme will be available to the destitute child regardless of the income limit.

The assistance to be received by the department as per the above eligibility will be as follows :

Department of Social Justice and Empowerment

  1. 4,000 / - per child per month (complete Rs. 4,000 in number) will be available till the child completes 18 years. This assistance will be available from the month in which the child is orphaned.
  2. A child who continues to study even after completing 18 years of age will be entitled to the benefit of the state government's after care scheme till the age of 21 years without any income limit.
  3. Young men / women who have continued their valid studies even after completing 21 years of age will be given benefits under After Care Scheme till the completion of their studies or at the age of 24 years whichever is earlier.
  4. Certificate, diploma, undergraduate, postgraduate level courses of any stream will be considered eligible for the above points (2) and (3). In addition, skill enhancement training provided by government approved standards will also be considered eligible.
  5. The destitute children will be admitted for education in Central / State Government run Kasturba Gandhi Balika Vidyalaya (for girls only), residential schools, Samaras Hostels / Government Hostels, giving priority to the process as per the rules of that department.
  6. During this period, the destitute girls will be able to avail the benefits of Kunwarbai's Mameru scheme for their marriage without any income limit.
  7. Children of Scheduled Castes (SC), Social and Educational Backward Classes (SEBC), Nomadic / Free Castes (NT / DNT) and Economically Backward Classes (EWS) by the Department of Social Justice and Empowerment and Children of Scheduled Tribes (ST) by Tribal Development Department The prescribed scholarship will be sanctioned on priority basis subject to the resolutions, circulars, rules of that department.
  8. Beneficiaries of all schemes of all the corporations owned by the Department of Social Justice Empowerment and the Department of Tribal Development will be given priority to eligible children regardless of income limit.
  9. Educational loan for study in the state as well as loan for study abroad will be given on priority basis by that department except considering the income limit.

Department of Education

  • Orphans will be given the benefit of Mukhyamantri Yuva Swavalamban Yojana (MYSY) for higher education on priority basis irrespective of income limit.

Department of Labor and Employment

  • Vocational training for children above 18 years and skill development training for children above 18 years will be given on priority basis.

Department of Food, Civil Supplies and Consumer Affairs

  • Parents of orphans will be given priority benefits under the National Food Security Act.

Department of Health and Family Welfare

  • Orphans will be given the benefit of Mukhyamantri Amrutam (MA) card scheme on priority basis without any income limit.

General Terms of the Plan :

  1. The Department of Social Justice and Empowerment will have to act as the nodal department for the implementation of "Mukhyamantri Bal Seva Yojana".
  2. The benefits of this scheme will be available from March 2020 till the end of the Corona epidemic
  3. The benefit of this scheme will be available to the children of the orphan family who are natives of Gujarat or have been living permanently in Gujarat for the last ten years.
  4. In case of a child above 10 years of age, a separate bank account in the child's name will be opened and the amount of monthly assistance will be credited to the same account through Direct Benefit Transfer (DBT). In the case of a child of 10 years or less, the person who has taken up the responsibility of raising an orphaned child will open a bank account in his own name and deposit the amount of monthly allowance through direct benefit transfer in that account. When a child aged 10 years or less reaches the age of 10 years, a separate bank account will be opened in the name of the child and credited to that account through Direct Benefit Transfer.
  5. If the child receiving assistance under this scheme is of school going age, the assistance will be available as long as he / she is in school.
  6. The Sponsorship & Foster car approval committee (SFCAC) of the concerned district will have to decide to approve / reject the application within seven days from the date of receipt of the application.
  7. To avail the benefits of this scheme, the District Child Protection Unit has to apply online or offline along with the prescribed documents in the prescribed application form.
  8. Expenditure in this regard shall be made subject to the permanent as well as applicable resolutions / circulars and rules of the State Government from time to time.

Expenditure for the scheme under the Department of Social Justice and Empowerment shall be borne by the budget head while expenditure for the scheme under other departments shall be borne by the applicable budget head of that department.

These orders are issued on the file of the same number of the department as per the permission obtained from the note of the Government dated 11-06-2021.
